When talking with my 3 year old about her behavior, we use the words "making good and bad choices," so she learns that she has the ability to control her behavior and it's her responsibility to do so.
We have a set amount of time for our daughter to enjoy TV each day. To stop the persistent negotiating in which 4-year-olds love to engage, I let my daughter pick out an egg timer at the store. I told her that her time is complete when the timer dings. She loves it! She actually turns off the TV right away. Best of all, I don't get exhausted from the negotiating, and I don't have to keep track of the time. I've even added a few special TV times since she's not complained once.
